Jesse J. Hereford currently serves as the Head of Strategic Partnerships & Stakeholder Engagement at the North American Development Bank (NADBank). Having joined NADBank in February 2016, he oversees all U.S. outreach activities, seeks collaborative opportunities with border state agencies & legislatures and manages U.S. federal legislative affairs.
During his time at the Bank, Mr. Hereford has successfully overseen the U.S. portion of NADBank’s capital increase, which was included in the United States-Mexico-Canada Agreement (USMCA), and an annual increase in U.S. federal funding for the U.S. Environmental Protection Agency’s Border Water Infrastructure Program, which is administered by NADBank.
Previously, Jesse served as the Director of Government Relations and Business Development for S&B Infrastructure (S&BI), a firm ranked 28th in the Top 500 Design Firms by ENR: Engineering News Record magazine. He was the company’s chief liaison to elected and non-elected officials at the local, state and federal level on issues related to transportation and infrastructure.
Prior to joining S&BI, he worked on two separate occasions for U.S. Senator Kay Bailey Hutchison of Texas in both her state and Washington, D.C. offices. In his last post for the Senator, Jesse was the director of state outreach and the San Antonio regional director.
For the Border Trade Alliance (BTA), he was a staff member and director of its public policy efforts, before serving as chairman of the board of directors from 2013-2016. During his three-year tenure as chair, Jesse was successful in drafting and advocating for several border infrastructure bills that became law.
He holds a Master of International Business Administration from the University of San Diego, a Master of Public Administration and a Bachelor of Arts from the American University in Washington, D.C.
A native of Laredo, Texas, Jesse and his family reside in San Antonio.
