The mission of the U.S. Community Adjustment & Investment Program (USCAIP) was to assist communities throughout the United States that suffered job losses as a result of shifting trade patterns caused by the North American Free Trade Agreement (NAFTA). Working in partnership with a wide variety of public and private institutions, USCAIP supported projects aimed at stimulating private sector employment and growth in economically distressed areas. The impact of the program over the 20 years of its operation are reported in this document.
