Municipalities in Coahuila to benefit from waste collection and disposal equipment for two regional landfills

  • NADB is providing a US$1 million grant for purchase of equipment that will benefit 10 municipalities

Saltillo, Coahuila – The North American Development Bank (NADB) signed a US$500,000 grant agreement with each of the waste management companies for Region Cinco Manantiales and the Central Region of Coahuila to finance the purchase of equipment to operate their respective regional sanitary landfills, which together will benefit more than 423,000 residents in 10 municipalities in northern Coahuila.

The two landfill equipment projects, supported by the Government of the State of Coahuila through the Ministry of Ecology and Environment (SEMA), were certified by the Border Environment Cooperation Commission (BECC) in June 2016, and NADB is providing the grants through its Community Assistance Program (CAP).

During a ceremony presided over by SEMA Secretary Eglantina Canales Gutierrez and Temis Álvarez, representing NADB and BECC, along with the mayors of the benefitted communities, the grant agreements between NADB and the waste management firms were officially delivered, which paves the way for the procurement of various pieces of equipment and trucksfor the efficient operation of the sanitary landfills located in Allende and Frontera, as well as waste collection equipment for five municipalities in Cinco Manantiales region.

“NADB and BECC are actively working with the Mexican Ministry of Environment and Natural Resources (SEMARNAT) and the border states to promote projects in this basic sector, as there are still deficiencies in waste management and disposal in many communities in northern Mexico,” stated NADB Deputy Managing Director Alex Hinojosa. “These grants will complement the funds necessary for optimal operation of the sanitary landfills.”

The waste management organizations are non-profit partnerships formed by the municipalities and private companies. These public-private organizations are responsible for managing, operating and maintaining the sanitary landfills. Each Municipality is responsible for collecting the garbage in their respective communities and pays a monthly fee that altogether covers 50% of landfill operating costs, while the remaining costs are covered by the private partner.

In the case of the Central Region, the waste management company is formed by the Municipalities of Castaños, Frontera, Monclova, Nadadores and San Buenaventura and the steel mill, Altos Hornos de México, S.A.B. de CV. (AHMSA). In Region Cinco Manantiales, the company is formed by the Municipalities of Allende, Morelos, Nava, Villa Unión and Zaragoza and the AHMSA subsidiary, MICARE.
